Noel latour colourNoël is a leadership development and management training specialist.

He creates and delivers leadership development programs that identify and develop future leaders in a context that integrates performance and talent management.  With over 28 years experience in management training, he has a proven track record in designing, delivering, and evaluating management learning products that align with your business needs and corporate culture.

Noël has had great success engaging and motivating management teams to embrace strategic and operational realities — particularly with respect to how they as leaders must develop their skills to excel in highly competitive environments.  This ability to connect has been especially critical in change management engagements where he has been able to develop executives’ personal strategies for navigating change that are aligned with the needs of the business.

Trained in Psychology and Sociology, he is able to relate to personal challenges and management styles as they impact leadership abilities in complex environments.


  • During his tenure at Natural Resources Canada, Noël was responsible for the analysis of domestic and international trends in leadership development, and the creation of a business driven integrated performance and leadership development framework. Noël played a key role in the development of a Deputy Minister’s signature commitment, the Visible Minority Talent Mapping Project, designed to map and develop leadership talent. He also led the development and engagement program of Natural Resources Canada’s first integrated Human Resources Plan.
  • As the Chief of Learning and Development for Canada Border Services Agency’sContraband and Intelligence Services Program, Noël led the design, delivery and evaluation of a number of specialized technical courses in the enforcement community, including Mobile Surveillance and an internationally recognized course to identify Missing Children at international border facilities.
  • While at Industry Canada, Noël worked closely with the Trucking Industry Sector and led a research project to develop a national Technology for the Road workshop that explored practical strategies to incorporate technology to increase productivity and profitability.
  • In his capacity as Senior Learning and Organizational Development Consultant with Agriculture and Agri-Food Canada, Noël played an integral role in developing leaders during a period of transformation. He also served a key role as a change agent during the transformation of their business management processes.

Noël and his wife Patricia have three adult children. He has a love for sports and the outdoors, and has been active with local soccer and hockey. Noël was also a long time leader with Scouts Canada, and enjoys working with our youth. An avid sports car enthusiast, Noël enjoys his activities with the local chapter of the Porsche Club of America.
